Provision of services Water supply and sanitation in Peru

the peruvian constitution of 1993 bestows responsibility of water , sanitation service provision city councils. ley orgánica de municipalidades (law nº 27972) states function of provincial municipalities directly or concession administer , regulate water service, sewage, , drainage. peru has 194 provincial city councils.


the service providers in country are:



water , sewer company (sedapal) in lima;
53 municipal service providers (eps) in other cities (sedapal , eps have 62% of country’s population within jurisdiction);
approximately 11,800 communal organizations – sanitation services administrative committees (jass) – responsible 29% of population situated in rural areas; and,
490 small municipalities contain 9% of total population.

when mayors change in peru leads removal of general manager of municipal service provider (eps) or of head of municipal department in charge of water supply in smaller municipalities not have eps. in 1999 estimated eps changed general managers on average every 17 months. happens although majority of eps made of several provincial municipalities, in theory should decrease influence of city governments , reduce political interference in administration of companies.


nearly of country’s service providers remain weak in financial , institutional aspects, in human resources, despite attempts strengthen them.
