before first being elected in 2007, bustos served on east moline s citizen advisory committee , east moline plan commission. in 2009, bustos received athena business women s award.

in august 2010, bustos voted water , sewer rate hikes. in january 2011, bustos expressed interest in charging residents not recycle fees lower city s landfill costs. in april 2011, bustos voted budget raised property taxes 4.9% , raised garbage collection fees, saying, these decisions have been made thoughtfully , thoroughly , during course of 17 open , public budget sessions. supported water , sewage increases.
