after general zia s death in august 1988, zia s political party–pakistan muslim league (pagara group)–split 2 factions. sharif led zia loyalist fida group against junejo group, led prime minister muhammad khan junejo. fida group later took on mantle of pml while junejo group became known jip. 2 parties along 7 other right-wing conservatives , religious parties united encouragement , funding isi form islami jamhoori ittehad (iji). alliance co-led ghulam mustafa jatoi , sharif oppose benazir bhutto s ppp in elections. iji gained substantial majorities in punjab , sharif re-elected chief minister of punjab.


in december 1989, sharif decided remain in provincial punjab assembly rather hold seat in national assembly. in 1989, ppp government failed unseat sharif through no-confidence motion in punjab assembly. sharif retained control vote of 152 106.
