as such, introduced number of important reforms—among them abolition of imprisonment debt, introduction of jury in libel suits against press, organization of district courts, important finance measures, and, above all, confessional ordinances of 1868. herbst retained office under auersperg s successor eduard taaffe, whom fell out in 1870, when sided education minister leopold hasner von artha against taaffe s federalist policies; , hasner resigned on april 4.
