pa 516 begins @ maryland border in manheim township, heading northeast on two-lane undivided lineboro road. road continues maryland md 86. state line, route runs through open agricultural areas in narrow valley few homes. pa 516 crosses codorus township , reaches community of sticks, intersecting western terminus of pa 851. here, route turns north onto steltz road , crosses pa 216 short distance later, becoming jefferson road @ point. road continues north through wooded areas homes before heading agricultural surroundings occasional patches of woods , residences. route turns more northwest , continues borough of jefferson, becomes baltimore street , passes homes. upon reaching roundabout hanover street/york street in center of town, pa 516 becomes berlin street. upon leaving jefferson, route enters north codorus township , becomes jefferson road again , passes through mix of farmland , residences. farther north, pa 516 reaches northern terminus @ intersection pa 116 south of borough of spring grove.
