introduction

japan has day signed treaty of peace allied powers. on coming force of treaty, japan not have effective means exercise inherent right of self-defense because has been disarmed.


there danger japan in situation because irresponsible militarism has not yet been driven world. therefore, japan desires security treaty united states of america come force simultaneously treaty of peace between united states of america , japan.


the treaty of peace recognizes japan sovereign nation has right enter collective security arrangements, , further, charter of united nations recognizes nations possess inherent right of individual , collective self-defense.


in exercise of these rights, japan desires, provisional arrangement defense, united states of america should maintain armed forces of own in , japan deter armed attack upon japan.


the united states of america, in interest of peace , security, presently willing maintain of armed forces in , japan, in expectation, however, japan increasingly assume responsibility own defense against direct , indirect aggression, avoiding armament offensive threat or serve other promote peace , security in accordance purposes , principles of united nations charter.

article i

japan grants, , united states of america accepts, right, upon coming force of treaty of peace , of treaty, dispose united states land, air , sea forces in , japan. such forces may utilized contribute maintenance of international peace , security in far east , security of japan against armed attack without, including assistance given @ express request of japanese government put down largescale internal riots , disturbances in japan, caused through instigation or intervention outside power or powers.


article ii

during exercise of right referred in article i, japan not grant, without prior consent of united states of america, bases or rights, powers or authority whatsoever, in or relating bases or right of garrison or of maneuver, or transit of ground, air or naval forces third power.

the conditions shall govern disposition of armed forces of united states of america in , japan shall determined administrative agreements between 2 governments.


article iv

this treaty shall expire whenever in opinion of governments of united states of america , japan there shall have come force such united nations arrangements or such alternative individual or collective security dispositions satisfactorily provide maintenance united nations or otherwise of international peace , security in japan area.

this treaty shall ratified united states of america , japan , come force when instruments of ratification thereof have been exchanged them @ washington.
