following end of civil war, numerous groups arose in south oppose reconstruction, including ku klux klan. in response, congress passed enforcement acts in 1870–71. 1 of these, civil rights act of 1871, permitted president suspend habeas corpus if conspiracies against federal authority violent not checked ordinary means. same year, president ulysses s. grant suspended writ of habeas corpus in 9 south carolina counties; act s sunset clause ended suspension close of next regular session of congress.
