the name seanad Éireann first used title of upper house of oireachtas of irish free state. first seanad consisted of mixture of members appointed president of executive council , members indirectly elected dáil, , w. t. cosgrave agreed use appointments grant representation state s protestant minority. procedures election of senators amended before first seanad election constitution (amendment no. 1) act 1925. intended entire membership of seanad directly elected public after 1 election, in 1925, system abandoned in favour of form of indirect election. casual vacancies in seanad filled vote of remaining members. system replaced under constitution (amendment no. 11) act 1929 filling of vacancies vote of both dail , seanad, system continues today panel members. free state seanad abolished entirely in 1936 after delayed government proposals constitutional changes.
