in response continuing unrest, philippine commission availed of option in philippine organic act of 1902, 32 stat. 692, , on january 31, 1905, requested governor-general luke edward wright suspend writ of habeas corpus. did same day, , habeas corpus suspended until revoked proclamation on october 15, 1905. suspension gave rise united states supreme court case fischer v. baker, 203 u.s. 174 (1906).
